What is a counter tunnel?

A counter tunnel is an underground tunnel, generally used for transportation purposes, which passes directly beneath another passage or tunnel. It's built when building a direct line between two points isn't feasible because there may already be a tunnel, infrastructure or geography in the way. Instead of taking the direct path, a counter tunnel is built beside the existing tunnel and runs counter to the direction of traffic in that passage or tunnel.
