Constitution of Justice Kansingh Parihar Commission
During the Emergency, some government employees committed excesses with the public. To counter them, the Bhairon Singh Shekhawat government constituted a one-man commission under the chairmanship of retired Justice Kansingh of the Rajasthan High Court. A plethora of complaints went to this commission. These applications were related to forcible sterilization in emergency, forced retirement, unreasonable detention and demolition of legal structures by giving the name encroachment. Justice Parihar worked hard to classify these complaints and prepared five hundred reports regarding them. The government could act on some of these reports only. President's rule was again imposed in the state before the rest could be acted upon.

Father of Antyodaya Yojana
Bhairon Singh Shekhawat was in favor of the dignified life of the poor. For this, he formulated the Antyodaya scheme and first implemented it in Rajasthan itself. The initial provisions of this scheme included selecting the poorest five families from each village, providing them loans at low interest from banks for various economic activities such as animal husbandry, cottage industry, camel etc. Later this scheme was implemented throughout the country and later became the mainstay of Integrated Rural Development Scheme. In relation to this scheme, he said – Just as a deformity in one part of the body affects the whole body, similarly, if a deformity occurs anywhere in the society, it affects the people. Antyodaya Yojana is the only successful use of this scheme. The United Nations praised the plan. Even today this scheme is being run by the Government of India as a centrally sponsored scheme.

The Antyodaya scheme became so famous that the then President of the World Bank, Robert McNamara, praised this scheme and called Bhairon Singh the Rockefeller of India.

As the Chief Minister of Rajasthan, Bhairon Singh Shekhawat started Apna Gaon – Apna Kaam Yojana and Food for Work Scheme. These schemes were considered extremely useful for poverty alleviation. After some time, on the instructions of the Central Government, the Antyodaya scheme was converted into a grain scheme for work. In this scheme, Rajasthan has done maximum work as compared to all other states and raised 1,80,000 tonnes of food grains. Due to this the World Bank also came forward to help the state government for the operation of these schemes.

Till that time, Panchayats could take up only five hundred rupees in their hands, but the first government of Bhairon Singh Shekhawat raised this limit to fifty thousand rupees and the limit of construction works for each panchayat samiti to ten lakh rupees. P>

In the year 1980, the Janata Party disintegrated. Atal Bihari Vajpayee, LK Advani and Bhairon Singh Shekhawat together formed the Bharatiya Janata Party. Thus he was one of the founding members of the BJP.
President's rule in the state
In January 1980, the Congress (E) government was formed at the center, which dissolved the Legislative Assembly on 17 February 1980 by sacking the first government of the Shekhawat government of the state. President's rule was imposed in the state for the third time. Bhairon Singh Shekhawat's government worked for 2 years 8 months in its first innings.
Leader of Opposition in Legislative Assembly
In the 1980 assembly elections, Shri Bhairon Singh Shekhawat contested again from Chhabra and he was victorious but his party lost the election and the Congress government was formed. Bhairon Singh Shekhawat was elected the leader of the BJP Legislature Party and became the Leader of the Opposition. He remained in this position for a full five years.
Re-Leader of Opposition
In 1985, the Congress government was also formed in the Eighth Rajasthan Legislative Assembly. For this assembly, Bhairon Singh Shekhawat contested from Nimbahera and Ajmer assembly seats and he won both the seats. In this assembly also Bhairon Singh Shekhawat continued to work as Leader of Opposition.

On 4 September 1987, the Roopkanwar Sati incident took place in Divarala village of Sikar district. It was widely condemned across the country. At that time Shri Haridev Joshi was the Chief Minister of Rajasthan. He made a law to end the practice of Sati. On November 2, 1987, Bhairon Singh Shekhawat strongly opposed this practice in the Rajasthan Legislative Assembly. Bhairon Singh Shekhawat collected data of women sati in the state in the last 150 years and proved that it is an illusion that the practice of Sati is prevalent among Rajputs. . In the last 150 years, more women than Rajput women in other castes have been subjected to sati. His argument was that there should be effective measures to destroy this evil from the root.
