Who was the duma?

The Duma was the elected lower house of the Russian parliament in the early 20th century. It was established by Tsar Nicholas II in 1906 as a response to the 1905 Russian Revolution. The Duma had limited powers, and its role was primarily to advise the Tsar on legislation. However, it did have the power to approve or reject the budget and to question government officials. The Duma was dissolved by the Bolsheviks in 1917.
