Was China not controlled by dynastic rules for a period during the third century before common Era?

China was controlled by dynastic rule for the duration of its history, with the exception of transitional periods between dynasties, such as the Warring States period (475-221 BCE) and the Three Kingdoms period (220-280 CE). During the third century BCE, China was ruled by the Qin dynasty (221-206 BCE) and the Han dynasty (206 BCE-220 CE).
