Why did canals have towpaths?

Towpaths ran parallel to canals and were originally created for horses to walk. Horses would pull barges along and needed a solid path underneath them so that their hooves didn't get caught in mud or soft ground. As the canal system progressed across Europe and the UK into what we know as the Industrial Revolution, these paths became very busy thoroughfares.
