How many civil servants ran the British Empire?

There were over 10,000 British civil servants who ran the British Empire. However, the British civil service was a surprisingly small group, given that the British Empire was the largest in history. The reason for this number was that the British believed in indirect rule. They made up for the lack of personnel by drawing on the expertise and authority of local elites, and relying on the work of native chiefs, headmen, and other notables.
