Andhra-Satavahana Dynasty and Gautamiputra Satakarni

The Satavahana dynasty was an ancient Indian dynasty, which ruled in the 3rd century BC. Started ruling central South India in the last phase of AD. Origin of Satavahana Dynasty

The Satavahana dynasty is also known as the Andhra dynasty in Indian history. Origin of Satavahanas

According to most historians, Maharashtra was the original place of Satavahana people. Hathigufa inscriptions show that its eastern boundary was adjacent to the western boundary of the Kalinga ruler Kharavela. Some historians consider that the southern part of the Krishna river, which was under the rule of Satakarni, was attacked by Kharavela. It is known from the Hathigumpha inscription that Kharavela, ignoring Satakarni, while traveling to victory, attacked the river Kanvena and spread terror in the city of Asik. Satavahana Gautamiputra Satakarni

Knowledge of Gautamiputra Satakarni's achievements in his inscriptions and coins happens from. According to the Puranas, he was the twenty-third ruler of the Satavahana dynasty. His father's name was Shivaswati and mother's name was Gautami Balshree. Its three inscriptions - one from Karle and two from Nasik have been found. गौतमीपुत्र सातकर्णि का पहला उद्देश्य पश्चिमी दकन के समृद्ध क्षेत्रों को क्षहरातवंशीय क्षत्रपों के आधिपत्य से मुक्त कराकर अपने वंश के गौरव और प्रतिष्ठा को पुनर्स्थापित करना था। उसने सैनिक तैयारी करके क्षहरातों के राज्य पर आक्रमण किया। इस सैनिक अभियान में क्षहरात शासक नहपान और उषावदात पराजित हुए तथा मार डाले गये। अपनी विजय के बाद उसने नासिक के बौद्ध संघ को ‘अजकालकिय’ नामक क्षेत्र दान में दिया। उसने कार्ले के भिक्षुसंघ को ‘करजक’ (पुणे जिले में स्थित) नामक गाँव दान में दिया जो पहले उषावदात के अधिकार में था। उषावदात नहपान का दामाद था और उसके राज्यों के दक्षिणी प्रांतों का राज्यपाल था, जिसमें नासिक तथा पूना के क्षेत्र सम्मिलित थे।

भू-आवंटन की कार्यवाही सैनिक कैम्प के दौरान की गई जो उस समय सफलता के पथ पर थी। स्पष्ट है कि इस प्रदेश में गौतमीपुत्र सातकर्णि की उपस्थिति क्षहरातों के विरुद्ध अभियान का द्योतक है। गोवर्धन के अमात्य को जारी एक राजाज्ञा में वह स्वयं को ‘वेणुकटक स्वामी’ कहता है। इससे पता चलता है कि उसने वैनगंगा का तटवर्ती क्षेत्र शक-क्षत्रपों से जीत लिया था। गौतमीपुत्र के इस सफलता की पुष्टि जोगलथंबी मुद्राभांड के सिक्कों से भीहोती है। इस मुद्राभांड से प्राप्त 13,250 मुद्राओं में से करीब दो तिहाई नहपान की मुद्राएँ गौतमीपुत्र सातकर्णि द्वारा पुनर्टंकित कराई गई हैं। मुद्राओं के मुख भाग पर चैत्य तथा मुद्रालेख ‘रत्रोगोतमीपुतस’ तथा ब्राह्मी और खरोष्ठी में नहपान के मुद्रालेख का अंश है। पृष्ठ भाग पर उज्जैन चिन्ह तथा यूनानी में नहपान के लेख का अंश उत्कीर्ण है।

जैन ग्रंथ आवश्यकसूत्र पर भद्रबाहु स्वामी विरचित ‘निर्युक्ति ’ नामक टीका की एक पुरानी गाथा में भी सालवाहन राजा द्वारा नहवाण-विजय का उल्लेख मिलता है। कालकाचार्य कथानक से पता चलता है कि जिस राजा विक्रमादित्य ने शकों का संहार किया था, वह प्रतिष्ठान का राजा था। सालवाहन या सातवाहन वंश की राजधानी भी प्रतिष्ठान ही थी। काशीप्रसाद जायसवाल जैसे अनेक इतिहासकारों का मानना है कि गौतमीपुत्र सातकर्णि का ही एक नाम या उपनाम विक्रमादित्य था और वही भारत की दंतकथाओं और प्राचीन साहित्य को‘शकारि’ या ‘शक-निषूदक’ विक्रमादित्य है, किंतु यह मत पूर्णतया निर्विवाद नहीं है।

नासिक-प्रशस्ति में गौतमीपुत्र को शकों, यवनों, पह्लवों का निषूदक, सातवाहन कुल के यश का प्रतिष्ठापक, अनेक युद्धों में शत्रुसंघ को जीतनेवाला, एकशूर, शत्रुजनों के लिए दुर्घर्ष जैसे विशेषणों से सुशोभित किया गया है जो उसकी सफलता के सबल प्रमाण हैं। लेख से स्पष्ट है कि गौतमीपुत्र ने क्षहरातवंशीय नहपान के साथ उसके सहयोगी यवनों और पह्लवों को भी पराभूत किया था। नहपान को परास्त करने से गौतमीपुत्र सातकर्णी की साम्राज्य-सीमा बहुत विस्तृत हो गई थी।

गौतमीपुत्र सातकर्णी अपने वंश का सबसे प्रतापी और पराक्रमी शासक था। उसके द्वारा उत्तरी तथा दक्षिणी भारत के अनेक क्षेत्रों के विजित करने की पुष्टि उसकी माता गौतमी बलश्री के नासिक-प्रशस्ति से होती है। इस लेख के अनुसार उसने ‘असिक (कृष्णा का तटीय प्रदेश), अश्मक (गोदावरी का तटीय प्रदेश), मूलक (पैठन का समीपवर्ती क्षेत्र), सुराष्ट्र (दक्षिणी काठियावाड़), कुकुर (पश्चिमी राजपूताना), अपरांत (उत्तरी कोंकण), अनूप (नर्मदा घाटी), विदर्भ (बरार), आकर (पूर्वी मालवा) और अवंति (पश्चिमी मालवा) के राजाओं को पराजित किया था। वह विझ (विंध्य), छवत (ऋक्षवत् या सतपुड़ा), पारिजात (पश्चिमी विंध्याचल), सह्य (सहाद्रि), कण्हगिरि (कान्हेरी या कृष्णगिरि), सिरिटान (श्रीपर्वत), मलय (मलयाद्रि), महिंद्र (महेंद्र पर्वत) और चकोर (पुराणों में श्रीपर्वत की अन्यतम् पर्वतमाला) पर्वतों का पति था। इसी प्रशस्ति में कहा गया है कि उसके घोड़े तीन समुद्रों;पूर्व पयोधि, पश्चिम सागर और दक्षिण में हिंद महासागरद्ध का जल पीते थे (तिसमुदतोय पीतवाहन , उसके कुछ सिक्के आंध्र प्रदेश में मिले हैं। इस क्षेत्र से वाशिष्ठीपुत्र पुलुमावि का अभिलेख प्राप्त हुआ है और किसी स्रोत से पता नहीं चलता कि इस प्रदेश को पुलुमावि ने जीतकर सातवाहन साम्राज्य में मिलाया था।

कुछ इतिहासकारों का मानना है कि गौतमीपुत्र सातकर्णि ने ही आंध्र प्रदेश को जीतकर अपने राज्य में मिलाया था। संभवतः उसने आंध्र प्रदेश के कुछ क्षेत्रों की विजय की थी। इस प्रकार गौतमीपुत्र ने शकों, यवनों तथा पह्लवों की बढ़ती हुई शक्ति का दमन कर सातवाहन वंश के गौरव की पुनर्स्थापना की। उसकी विजयों के परिणामस्वरूप उत्तरी महाराष्ट्र और कोंकण, नर्मदा की घाटी और सौराष्ट्र, मालवा और पश्चिमी राजपूताना तथा आंध्र प्रदेश के कुछ क्षेत्रों पर उसका अधिकार हो गया। गौतमीपुत्र सातकर्णि सच्चे अर्थों में ‘दक्षिणापथपति’ was.

गौतमीपुत्र सातकर्णि विजेता होने के साथ-साथ एक योग्य प्रशासक भी था। उसने अपने संपूर्ण साम्राज्य को आहारों में विभाजित किया और प्रत्येक आहार में एक विश्वसनीय अमात्य की नियुक्ति की। वह दुर्बलों, निर्बलों और दुःखी लोगों के कल्याण व उत्थान पर विशेष ध्यान देता था और अपनी प्रजा के दुःख में दुखी तथा सुख में सुखी होने वाला सम्राट था (पोरजननिविसेस समसुखदुखस , उसने शास्त्रोक्त ढ़ंग से शासन करते हुए प्रजा से अनावश्यक कर नहीं वसूल किया और वर्णाश्रम धर्म की प्रतिष्ठा स्थापित की (धमोपजितकर विनियोगकरस, विनिवतित चातुवणसकरमे , प्रशस्ति के अनुसार वह राम, केशव, अर्जुन तथा भीम के समान पराक्रमी तथा नहुष, जनमेजय, सागर, ययाति, राम, अंबरीष के समान तेजस्वी था (रामकेशवाजुन भीमसेनतुलपरकमस नहुषजनमेजय सकरययाति रामाबरीससम तेजस) , वह एक महान् निर्माता भी था। उसने नासिक जिले में वेणकटक नामक नगर का निर्माण कराया था।

सातकर्णि के काल के संबंध में इतिहासकारों में विवाद है। पुराणों के अनुसार इसने 56 वर्ष और जैन अनुश्रुति के अनुसार 55 वर्ष तक शासन किया था। यदि सातवाहन वंश का आरंभ सिमुक द्वारा ई.पू. 210 के लगभग मान लिया जाये, तो पुराणों की वंशतालिका के अनुसार इस ‘शक-निषूदक ’ राजा का शासन काल ई.पू. 99 से ई.पू. 44 माना जाना चाहिए। अनेक इतिहासकार उसका काल दूसरी शताब्दी ई. में मानते हैं। कुछ इतिहासकारों के अनुसार शकों की पराजय में सातवाहनवंशीय सातकर्णि को मालव गणराज्य के वीर योद्धाओं से भी बड़ा सहयोग प्राप्त हुआ था और मालवों ने अपने गण की पुनःस्थिति के उपलक्ष्य में ही ई.पू. 58 में एक नवीन संवत् का प्रचलन किया, जो बाद में विक्रम संवत् के नाम से प्रसिद्ध हुआ।

नासिक प्रशस्ति में गौतमीपुत्र सातकर्णि को वेदों का आश्रय (आगमननिलय ), अद्वितीय ब्राह्मण (एकब्रह्मन् ) और द्विजों तथा द्विजेतर जातियों के कुलों का वर्धन करनेवाला (द्विजावरकुटुबविवधन ) कहा गया है। उसने नासिक के बौद्ध संघ को ‘अजकालकिय’ नामक क्षेत्र तथा कार्ले के भिक्षुसंघ को ‘करजक ’ नामक गाँव दान दिया था। इन विवरणों से लगता है कि गौतमीपुत्र सातकर्णि व्यक्तिगत रूप से वैदिक धर्म का पोषक था, किंतु उसके राज्य में बौद्धों जैसे श्रमण समुदाय भी राज्य और प्रजा के बीच अत्यंत लोकप्रिय और सम्मानित थे।

गौतमीपुत्र सातकर्णि बहुमुखी प्रतिभा संपन्न शासक था। वह पराक्रमी और प्रतापी विजेता होने के साथ-साथ विद्वान् भी था (आगमान निलयवेदादि शास्त्राज्ञानस्याधार , नासिक प्रशस्ति में उसके व्यक्तिगत गुणों का भी अच्छा उल्लेख किया गया है। उसका मुख-मंडल दीप्तवान तथा प्रभावशाली था, उसके बाल सुंदर तथा भुजाएँ बलिष्ठ थीं, उसका स्वभाव अत्यंत मृदुल तथा कारुणिक था। सभी की रक्षा करने को वह सदैव तत्पर रहता था। वह गुणवानों का आश्रयदाता, संपत्ति का भंडार तथा सद्वृत्तियों का स्रोत था। वह उज्ज्वल चरित्रवाला एक धर्मप्राण शासक था।

सातवाहन वासिष्ठीपुत्र पुलुमावि (Satavahana Vasisthiputra Pulumavi)

गौतमीपुत्र सातकर्णि के बाद उसका पुत्र वासिष्ठीपुत्र पुलुमावि विशाल सातवाहन साम्राज्य का स्वामी हुआ। पुराणों में उसे पुकोमा Having said. उसके अभिलेख नासिक, कार्ले और अमरावती में मिले हैं। उसका शासनकाल ई.पू. 44 के आसपास आरंभ हुआ था। पुराणों के अनुसार उसने 28-29 वर्ष तक शासन किया।

वाशिष्ठीपुत्र पुलुमावि यद्यपि शक्तिशाली शासक था, किंतु इस समय पश्चिम भारत में शकों की तूती बोलती थी। पुलुमावी कार्दमकवंशीय शासकों- चष्टन और रुद्रदामन् का समकालीन था। टॉल्मी ने अपने भूगोल में चष्टन को पश्चिमी मालवा तथा उज्जैन का स्वामी कहा है। चष्टन की मुद्राएँ गुजरात में काठियावाड़ से मिली हैं, किंतु चष्टन के पुत्र जयदामन् की मुद्राएँ पुष्कर से भी प्राप्त हुई हैं। यह प्रदेश पूर्व में सातवाहनों के अधिकार में था। चष्टन ने अपने कुछ सिक्कों पर सातवाहनों के मुद्रा-चिन्ह चैत्य को अंकित करवाया था।

स्पष्ट है कि इन प्रदेशों को चष्टन ने पुलुमावि से ही छीना होगा। चष्टन के उत्तराधिकारी रुद्रदामन् ने सातवाहनों के कुकुर, सुराष्ट्र, मरु, श्वभ्र, अवंति तथा आकर प्रांतों पर अधिकार कर लिया था। अपने जूनागढ़ अभिलेख में रुद्रदामन् दावा करता है कि उसने दक्षिणापथ सातकर्णि को दो बार पराजित किया था, किंतु निकट संबंधी होने के कारण उसका विनाश नहीं किया। कन्हेरी अभिलेख के आधार पर कुछ इतिहासकार मानते हैं कि पुलुमावि के उत्तराधिकारी शिवश्री सातकर्णि ने महाक्षत्रप रुद्रदामन् की पुत्री से विवाह किया था।

रुद्रदामन् की मृत्यु के बाद पुलुमावि ने शक प्रदेशों पर सफलतापूर्वक आक्रमण किया एवं अपने कुछ खोये हुए प्रदेशों को पुनः जीत लिया। उसने पूर्व और दक्षिण में आंध्र तथा चोल देशों की विजय की। पुलुमावि एकमात्र ऐसा सातवाहन शासक है जिसका उल्लेख अमरावती के एक लेख में हुआ है। संभवतः इसी समय आंध्र प्रदेश में भी सातवाहन सत्ता का विस्तार हुआ। उसके सिक्के सुदूर दक्षिण में अनेक स्थानों से उपलब्ध हुए हैं। चोल-मंडल के तट से पुलुमावि के शीशे के ऐसे सिक्के मिले हैं, जिन पर दो मस्तूलवाले जहाज का अंकन है। वस्तुतः आंध्र और चोल के समुद्र तट पर अधिकार हो जाने के कारण सातवाहन राजाओं की सामुद्रिक शक्ति बहुत बढ़ गई थी और इसीलिए जहाज के चित्रवाले सिक्के प्रचलित किये गये थे। वस्तुतः इस युग में अनेक भारतीय समुद्र पारकर दूसरे देशों में अपने उपनिवेश स्थापित कर रहे थे और पूर्वी एशिया के अनेक क्षेत्रों में भारतीय बस्तियों का सूत्रपात हो रहा था।

पुराणों के अनुसार अंतिम कण्व राजा सुशर्मा को मारकर आंध्र वंश के राजा सिमुक ने मगध पर अपना अधिकार स्थापित किया था। कुछ इतिहासकारों का विचार है कि सातवाहन शासक पुलुमावी ने ही कण्व वंश का अंतकर मगध पर अपनी सत्ता स्थापित की थी क्योंकि सुशर्मा का शासनकाल ई.पू. 38 से ई.पू. 28 तक था और सातवाहन वंश के तिथिक्रम के अनुसार उस समय सातवाहन वंश का शासक वाशिष्ठीपुत्र पुलुमावि ही था। इस प्रकार मगध भी सातवाहन साम्राज्य में सम्मिलित हो गया और उसके राजा केवल दक्षिणापथपति न रहकर उत्तरापथ के भी स्वामी बन गये थे।

परवर्ती सातवाहन शासक (Successor Satavahana Ruler)

वासिष्ठीपुत्र पुलुमावि के बाद कृष्ण द्वितीय सातवाहन साम्राज्य का स्वामी बना। इसने कुल 24 वर्ष तक (ई.पू. 8 से 16 ई. तक) राज्य किया। उसके बाद हाल राजा हुआ।

हाल साहित्य और संस्कृति का संरक्षक था। उसके संरक्षण और प्रोत्साहन से प्राकृत साहित्य की बड़ी उन्नति हुई है। वह स्वयं प्राकृत भाषा का उत्कृष्ट कवि था और अनेक कवियों व लेखकों का आश्रयदाता था। हाल की रचना ‘गाथा सप्तशती’ प्राकृत भाषा की एक प्रसिद्ध पुस्तक है। इसने 16 ई. से 21 ई. तक लगभग पाँच साल शासन किया था।

राजा हाल के बाद क्रमशः पत्तलक, पुरिकसेन, स्वाति और स्कन्दस्याति सातवाहन साम्राज्य के राजा हुए। इन चारों का शासनकाल कुल 51 वर्ष था। स्कंदस्याति के शासन का अंत 72 ई. में हुआ।

स्कंदस्याति के बाद महेंद्र सातकर्णि राजा बना। ‘पेरिप्लस ऑफ एरिथ्रियन सी’ के ग्रीक लेखक ने इसी महेंद्र को ‘मम्बर’ के नाम से सम्बोधित किया है। इस प्राचीन भौगोलिक यात्रा-ग्रंथ में भरुकच्छ के बंदरगाह से लेकर मम्बर द्वारा शासित आर्य देश तक का उल्लेख मिलता है।

कुंतल सातकर्णि (Kuntal Satakarni)

महेंद्र सातकर्णि के बाद कुंतल सातकर्णि ने 74 ई. से 83 ई. तक शासन किया। इसके समय में पुनः नये विदेशियों ने भारत पर आक्रमण किया। ये नये विदेशी यू-ची थे जिन्हें भारतीय स्रोतों में भ्रमवश शक ही मान लिया गया है। सातवाहन शासकों ने इन नवीन आक्रमणकारियों को स्वीकार नहीं किया और शीघ्र ही एक द्वितीय विक्रमादित्य का प्रादुर्भाव हुआ, जिसने इन अभिनव शकों (यू-ची) को पराभूत कर दूसरी बार ‘शकारि’ की उपाधि धारण की।

राजा कुंतल सातकर्णि ने संभवतः मुल्तान के समीप यू-ची नरेश की सेनाओं को पराजित कर सातवाहन साम्राज्य के गौरव को पुनः स्थापित किया। कथासरित्सागर से पता चलता है कि विक्रमादित्य द्वितीय का साम्राज्य संपूर्ण दक्खन, काठियावाड़, मध्य प्रदेश, बंग, अंग और कलिंग तक विस्तृत था, तथा उत्तर के सभी शासक, यहाँ तक कि काश्मीर के राजा भी उसके करद थे। अनेक दुर्गों को जीतकर उसने म्लेच्छों (शक व यू-ची) का संहार किया था।

म्लेच्छों के संहार के बाद कुंतल सातकर्णि ने उज्जयिनी में एक बड़ा उत्सव आयोजित किया, जिसमें गौड़, कर्नाटक, लाट, काश्मीर, सिंधु आदि के अधीनस्थ राजा सम्मिलित हुए। इसी समय विक्रमादित्य का एक भव्य जुलूस निकला, जिसमें इन सभी राजाओं ने भाग लिया। निःसंदेह, कुंतल सातकर्णि एक प्रतापी राजा था जिसने यूचियों को पराजित कर प्रायः सारे भारत में अपना अखंड साम्राज्य कायम किया।

कुंतल सातकर्णि गुणाढ्य नामक प्रसिद्ध लेखक व कवि का आश्रयदाता था जिसने प्राकृत भाषा का प्रसिद्ध ग्रंथ ‘बृहत्कथा’ की रचना की थी। यद्यपि गुणाढ्यकृत बृहत्कथा उपलब्ध नहीं है, किंतु सोमदेव के ‘कथासरित्सागर’ व क्षेमेंद्र की ‘बृहत्कथामंजरी’ से उसके बारे में पर्याप्त सूचनाएँ मिलती हैं। कथासरित्सागर और बृहत्कथामंजरी के लेखक काश्मीर के निवासी थे , सोमदेव ने अपना ग्रंथ कथासरित्सागर काश्मीर की रानी सूर्यमती की प्रेरणा से लिखा था , बृहत्कथा का एक तमिल अनुवाद भी दक्षिण भारत में मिलता है। वस्तुतः यह सातवाहन साम्राज्य के वैभव का ही परिणाम था कि इस बृहत्कथा की कीर्ति सारे भारत में विस्तीर्ण हुई।

यद्यपि सातवाहन राजा प्राकृत भाषा बोलते थे, किंतु कुंतल सातकर्णि की रानी मलयवती की भाषा संस्कृत थी। राजा सातकर्णि को संस्कृत सिखाने के लिए उसके अमात्य सर्वव र्मा ने सरल रीति से ‘कातंत्र व्याकरण’ की रचना की। इस व्याकरण से राजा विक्रमादित्य इतना प्रसन्न हुआ कि उसने पुरस्कार स्वरूप भरुकच्छ प्रदेश का शासन सर्ववर्मा को दे दिया।

सातवाहन शक्ति का पतन (Decline of Satavahana Power)

कुंतल सातकर्णि के बाद सुंदर सातकर्णि ने एक वर्ष और फिर वासिष्ठी पुत्र पुलमावि द्वितीय ने चार वर्ष तक राज्य किया। संभवतः इसके समय में सातवाहन साम्राज्य का पतन आरंभ हो गया। विक्रमादित्य द्वितीय ने यू-ची विम को तो परास्त कर दिया था, किंतु सातवाहन वंश की स्थिति देर तक सुरक्षित नहीं रह सकी। विम के उत्तराधिकारी कनिष्क प्रथम ने यू-ची शक्ति को पुनः संगठित कर सातवाहन साम्राज्य पर आक्रमण किया।

यज्ञश्री सातकर्णि सातवाहन वंश का अंतिम महत्त्वपूर्ण शासक था। उसने क्षत्रपों पर विजय प्राप्त की, किंतु उसके उत्तराधिकारी उसकी तुलना में सीमित क्षेत्र पर ही शासन कर सके। मुद्रा-प्रचलन के स्थानीय स्वरूप और उनके प्राप्ति-स्थलों से सातवाहन साम्राज्य के संकुचन की सूचना मिलती है।

तीसरी शताब्दी में सातवाहनों की शक्ति क्रमशः क्षीण होने लगी और स्थानीय शासक अपनी स्वतंत्र सत्ता स्थापित करने लगे। आंध्र प्रदेश में इक्ष्वाकुओं ने अपनी सत्ता स्थापित कर ली, तो दक्षिण-पूर्वी क्षेत्रों में पल्लवों ने अपना स्वतंत्र राज्य स्थापित कर लिया। पश्चिमी दक्कन के विभिन्न क्षेत्रों में नई स्थानीय शक्तियों, जैसे- चुटु, आभीर और कुरु का उदय हुआ। आभीरों ने उनसे महाराष्ट्र छीन लिया। उत्तरी कनारा और मैसूर क्षेत्र में कुंतल और चुटु एवं उसके बाद कदम्ब शक्तिशाली हो गये। बरार क्षेत्र में चौथी शताब्दी के आरंभ में वाकाटक अपराजेय राजनीतिक शक्ति के रूप में उभरे। इस समय तक सातवाहन साम्राज्य पूर्णतः विखंडित हो चुका था। यद्यपि इस बात के स्पष्ट प्रमाण नहीं हैं कि वहाँ कोई केंद्र्र्रीकृत प्रशासनिक प्रणाली थी, किंतु संपूर्ण साम्राज्य में एक व्यापक मुद्रा-प्रणाली लागू की गई थी।

सातवाहन शासन का महत्त्व (Importance of Satavahana Rule)

दक्षिण भारत के इतिहास में सातवाहनों ने महत्त्वपूर्ण भूमिका निभाई। सातवाहन शासकों ने शकों से संघर्ष कर एक विस्तृत सम्राज्य की स्थापना की, दक्षिण भारत को न केवल प्रशासनिक सुदृढ़ता प्रदान की, वरन् सामाजिक-आर्थिक व्यवस्था को सुव्यवस्थित किया और धर्म, कला, शिक्षा और साहित्य का विकास किया। इस काल में भारत-रोमन व्यापार अपने चरमोत्कर्ष पर पहुँच गया था। इससे भारत में भौतिक समृद्धि आई जिसकी झलक बौद्ध और ब्राह्मणवादी समुदायों को दिये गये उदार संरक्षण में दिखाई देती है। वस्तुतः जो कार्य उत्तरी भारत में कुषाणों ने किया, वही कार्य दक्षिण में सातवाहनों ने किया।
