Did the priests rule ancient Sumer?

The Sumerian civilization did not have a centralized rule by priests. While priests held significant religious and cultural authority in Sumerian society, the political and administrative control of the city-states was in the hands of secular leaders known as lugals (kings) and ensi (governors). The lugals and ensi were responsible for governing, military commands, and overseeing economic activities, while the priests focused primarily on religious matters.
