Was the federalist 51 for or agaisnt a strong national government?

The Federalist No. 51, written by James Madison, argued in favor of a strong national government. Madison contended that a strong national government was necessary to protect the rights of individuals and minorities, as well as to ensure the stability and prosperity of the United States. He argued that a weak national government would be unable to prevent conflicts between states or to protect the country from foreign threats.
