When did treaties becom necessary?

The earliest known treaties date to the 3rd millennium BC, such as the Boundary Treaty between Kish and Lagash, although written treaties appeared in many states, including China and Egypt, from the later 2nd millennium BC. Early treaties were recorded on clay tablets or sheets of papyrus, and would often be made through an act of oath swearing, performed over a ritual sacrifice or other religious observance, or through an agreement witnessed by third parties.
