The act established national immigration quotas based on the 1890 census. This meant that countries that had a large number of immigrants in the United States in 1890 were allowed to continue sending a large number of immigrants, while countries that had few immigrants in 1890 were allowed to send only a small number of immigrants. This law was designed to favor immigrants from Northern and Western Europe, who were considered to be more "desirable" than immigrants from Southern and Eastern Europe.
