Napoleon did not establish elections for public officials, instead relying on appointments made by himself or his officials. Elections played no meaningful role within his system of government; instead, positions of authority were either appointed outright or filled by individuals who could purchase them. There was, therefore, nothing that could truly be deemed 'democratic' or representative of popular opinion in how French officials came to serve their roles.
