In the context of opposition to Francoism, the so-called Munich conspiracy, actually a pro-European congress held in that German city in 1962, represented an important milestone. For the first time, the internal and external opposition met, as well as representatives of all ideological tendencies, although the communists attended as observers.
The meeting meant a heavy blow to the Franco regime. And this was due both to the image of unity that the opposition groups provided in their demands for democracy and freedom, and to the support that the European democratic governments gave to the congress.
