Why were Mexicans reluctant to settle in Texas the 1700s?

Mexicans were not reluctant to settle in Texas in the 1700s. In fact, there were several Mexican settlements there at the time. In 1718, the Spanish founded San Antonio which quickly grew into a thriving community. Other notable communities also grew, such as Nacogdoches in 1779 and Nuestra Señora de los Dolores de los Ais in 1721.
