In what areas did the emancipation proclamation free enslaved workers?

The Emancipation Proclamation freed enslaved workers in the Confederate states that were in rebellion against the United States, with the exception of areas that were under Union control or those specifically exempted by President Abraham Lincoln. The exempted areas included the border states of Maryland, Kentucky, Missouri, and Delaware, as well as certain counties and cities within the Confederate states that were already under Union control.
