Who could vote in Ancient Sparta?

In ancient Sparta, citizenship and the right to vote in the assembly (the Apella) were limited to Spartiates. Spartiates were male Spartan citizens in military training or military reserve of sufficient wealth to provide military gear without neglecting the upkeep of the communal messes (syssitia), who enjoyed full political rights. Other members of Spartan society - Perioeci (free non-citizen merchants & craftsmen), Helots (state-owned serfs) & Mothakes (freedmen) had no say in government affairs.
