Who decided what the 7 wonders of new world are?

The New 7 Wonders of the World was chosen in 2007 through a global poll conducted by the New7Wonders Foundation, a non-profit organization based in Zurich, Switzerland. The poll was conducted through online voting, text messaging, and telephone calls, and aimed to identify the most iconic landmarks around the world. The organization received over 100 million votes from over 200 countries and territories, and the final list was announced on July 7, 2007, in Lisbon, Portugal.
