Why did the US grant independence to Cuba but not Philippines at first?

The US did not grant independence to Cuba, the US occupied the island from 1898 to 1902 after winning the Spanish-American War, and in 1901, the Platt Amendment was added to the Cuban constitution, which gave the US the right to intervene in Cuban affairs. The US occupied Cuba again from 1906 to 1909, and again from 1917 to 1922. Cuba finally achieved full independence in 1934.

The US did not grant independence to the Philippines either, the islands became a US territory after the Spanish-American War, and the US did not grant the Philippines full independence until 1946.
