Is California an at-fault state FOR DIVORCE?

California is not an at-fault state for divorce. Under California Family Code sec. 2335, spouses can file for divorce based on irreconcilable differences, which means there is no assignment of blame or responsibility for the breakdown of the marriage. As long as one spouse believes that reconciliation is impossible or undesirable, that will meet the state's requirement for getting divorced regardless of the other spouse's feelings on the matter.
