(1988) was appointed to review the state of the Indian Navy and to make recommendations for development and modernization.
The committee's report, submitted to the Indian Parliament in 1990, advocated for a 20-year plan to strengthen the Indian Navy's capabilities, with a focus on force structure, weapon systems, and infrastructure. Among its major recommendations were:
- Introduction of nuclear powered submarines.
- Indigenous manufacture of warships and submarines.
- A Long-range plan to modernize the Indian Navy.
- Creation of an Indian naval dockyard.
- Setting up of a separate logistics command.
- Formation of a dedicated marine commando force (MARCOS)
- Introduction of a carrier battle group concept with aircraft carriers being the centrepiece of the fleet.
- Development of a modern fleet of frigates, corvettes, submarines, and other vessels.
- Acquisition of advanced weapon systems, including missiles and sensors, to enhance the Navy's combat effectiveness.
- Creation of a strong coastal defence system to protect India's maritime frontiers.
- Augmentation of the Indian Navy's manpower and training facilities.
Many of the recommendations made by the Shivram Committee have been implemented, and they continue to shape the development and modernization of the Indian Navy.
