In the 1970s did voters have to pay a poll tax?

Yes, in some U.S. states voters were required to pay a poll tax in the 1970s. These taxes were levied on individuals as a prerequisite for voting and often disproportionately affected marginalized communities, particularly low-income individuals, people of color, and other economically disadvantaged groups. However, the Voting Rights Act of 1965 prohibited the imposition of such fees as a condition for voting in federal elections. Despite the passage of the act, poll taxes persisted in some states for several years, with many states repealing them by the early 1970s. The last remaining state to eliminate the poll tax was Texas in 1966, although attempts to reinstate the tax continued for some time after its abolition.
