What does Article 1 section 2 clause in the Constitution mean?

The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.

This clause establishes the House of Representatives and defines how its members are chosen. Members of the House of Representatives are elected every two years by the people of their respective states. The qualifications for voting in House elections are the same as the qualifications for voting in elections for the most numerous branch of the state legislature.
