Cesar Canevaro Valega

Cesar Canevaro Valega he was a military man and politician. He was born in Lima on January 19, 1846 and he is one of the nine children of the marriage of José Canevaro and Francisco Toledo. Given the wealthy situation of his father, a wealthy merchant and owner of several ships, he was sent to study in Europe in 1856. After completing his training at the military college in Brussels, he graduated as a second lieutenant, going on to serve in the fortifications of Tremonde, as deputy commander of engineers. In 1866, due to his qualifications, he is promoted to captain and, two years later, he is appointed military attaché in the Peruvian delegation in France. Back in Peru he is appointed manager of the Bank of Peru (1870). In 1872, during the government of Manuel Pardo, holding the rank of lieutenant colonel, he was appointed second in command of the battalion No. 10 of the recently organized National Guard, with which he participated in the battle of Los Angeles (December 7, 1874), defeating Piérola's forces that had risen up in Moquegua. Elected a deputy for the Civil Party, on the occasion of the war with Chile, he is part of the central administration board of donations for said conflict, to face, which made his personal assets available to the country. Assuming all expenses with his own money and, based on the battalion No. 10 that had been assigned to him, he organized a new battalion -which would be known as the Canevaro battalion- for the defense of Lima and, simultaneously, managed the purchase of ammunition in Europe, directly supervising its transport. In command of the second division of the first army of the South in Arica, made up of the Canevaro and Cazadores del Rímac battalions , with more than 700 men, intervenes in the battle of Alto de la Alianza on May 26, 1880. Already with the rank of colonel he participates in the battles of San Juan and Miraflores (January 1881), being seriously wounded. During the so-called government of Magdalena, headed by Francisco García Calderón, he served as mayor of Lima and as deputy for Huarochirí before the Chorrillos congress (June 1881), having a relevant role in guaranteeing respect for national laws by the occupying forces. The situation against them having become critical, in August 1882 he joined Admiral Lizardo Montero in Arequipa, who promoted him to brigadier general and named him chief of the National Guard, commanding the forces that defended southern Peru. In 1883 he was elected senator for Lambayeque and, due to his opposition to Miguel Iglesias, he was forced to go to Bolivia. A supporter of Cáceres, he supported his uprising in 1884 and assumed the political and military leadership of the southern departments . Once again mayor of Lima (1886-1888), he joined Parliament as a senator for Lima (1886-1894) and later representing Huancavelica (1911-1916), presiding over its Chamber on two occasions. During the second government of Cáceres he is appointed first vice president of the Republic (1894). In 1900 he was appointed chief of staff of the army, obtaining in 1905 the rank of division general and the presidency of the Supreme Court of War and Navy. In 1919 he was again Vice President of the Republic in the second government of José Pardo. He died in Lima on October 31, 1922 .
