- The Confederate government was dissolved and the southern states were to be readmitted to the Union as soon as they ratified the 13th Amendment, which abolished slavery.

- The Confederate President, Jefferson Davis, was exempted from the terms of the surrender and was able to escape. He was eventually captured and imprisoned for two years.
