Which of the colonies was most democratic and why?

Rhode Island was the most democratic colony in America at the time of the Revolution because of the relative weakness of the royal governor and other aspects of the colony’s government. Rhode Island was founded by a group of religious dissenters who were seeking religious freedom. They established a very tolerant religious policy, which attracted people of many different religious beliefs. The colony was also very small and rural, which made it easy for people to participate in government. There were also no large landholders or wealthy merchants who could dominate the political process. As a result, Rhode Island was the only colony where all white male adults had the right to vote.
