Why did pilgrims build there settlement on a bay?

Pilgrims did not settle in the Massachusetts Colony simply because there was a good harbor. They made several other failed attempts to settle in the wilderness, including an attempt in Newfoundland. They chose Plymouth after a terrible voyage on a ship called the Mayflower which almost sank while trying to sail around Cape Cod. With winter coming fast they decided to stay in Plymouth.
