Yes. There were concentration camps in North Korea in 1949. These camps were known as "kwanliso" and were used to hold political prisoners, religious dissidents, and other "undesirable" elements. Conditions in these camps were extremely harsh, and many prisoners died of starvation, disease, or execution. It is estimated that hundreds of thousands of people died in North Korean concentration camps between 1945 and 1953.
