The act did not mention bilingualism, and in fact, it revoked the British Proclamation of 1763, which had granted religious freedom to Catholics and allowed for the use of French in legal proceedings.

The Quebec Act established French civil law and the Catholic Church as the official religion in the colony of Quebec, but it did not make French an official language. It wasn't until the Official Languages Act of 1969 that Canada became officially bilingual.
