What did Johnson require states to do remain in the union?

Andrew Johnson's Reconstruction plan had more lenient requirements for Southern states to be readmitted to the Union compared to the plans of President Abraham Lincoln and Congress. Johnson's plan required the following:

1. Loyalty Oath: States had to take an oath of allegiance to the U.S. Constitution.

2. Secession Nullification: States had to ratify the Thirteenth Amendment, which abolished slavery.

3. New State Constitution: States had to create a new state constitution without provisions for slavery or allowing former Confederate leaders to hold office.

4. Repudiation of Confederate Debts: States had to repudiate (reject) debts incurred by the Confederate government during the Civil War.
