History of North America

What did Johnson’s proclamation require of the former Confederate states in order to be readmitted into Union?

Johnson's Proclamation required the following from the former Confederate states in order to be readmitted into the Union:

- Each state had to repudiate secession.

- Each state had to abolish slavery.

- Each state had to enact a new constitution that guaranteed basic rights to former slaves,

including the right to own property and the right to vote.

However, Johnson would ultimately allow former Confederate states into the Union without requiring them to fully meet these conditions.
