The Second Continental Congress met in Philadelphia from May 10 to August 1, 1775. The main purpose of this meeting was to organize a Continental Army and government to fight the British. The delegates to the Congress decided to create a Continental Army and appointed George Washington as its commander-in-chief. They also created a Committee of Safety to oversee the war effort and a Committee of Secret Correspondence to communicate with foreign governments.
