How can a territory become state according to the northwest ordinance of 1787?

The Northwest Ordinance set the criteria for new territories to become states. According to the ordinance:

1. a territory must have a population of at least 60,000 free inhabitants

2. the territory must have an elected legislature

3. the territory must have a governor appointed by the president of the United States.

Once these criteria were met, the territory could petition Congress for statehood. Congress could then pass an act admitting the territory as a state.
