Under the article of confederation did states each have one vote?

No. Under the Articles of Confederation, states did not each have one vote. Instead, each state had one vote regardless of its population. This meant that larger states, such as Virginia and Massachusetts, had the same amount of say in the government as smaller states, such as Delaware and Rhode Island. This system gave smaller states more power than they would have had under a system based on population, but it also made it difficult for the government to pass laws that benefited the country as a whole.
