What is the Stay and Render Aid Act law mean?

Stay and Render Aid Act law provides that all aliens entering the United States as nonimmigrants after March 24, 1996, who become inadmissible because of unlawful employment or are deportable because they have violated the terms of their nonimmigrant stay, may avoid removal by agreeing to voluntarily leave the United States and not return for 10 years, or by seeking permanent residence status, if eligible, and overcoming the grounds of excludability or deportability.
