Why did Charles 1 make people pay ship money?

King Charles I imposed ship money on English towns and counties in 1634 to fund the building and maintenance of warships to protect the nation's coastline from potential enemies. He argued that this levy was a lawful necessity for national defense, but many Englishmen saw it as an illegal form of taxation without Parliament's consent. Ship money contributed to growing tensions between the King and Parliament that culminated in the English Civil War (1642-1651).
