Why did lord Baltimore encourage the assembly to of toleration?

The statement that Lord Baltimore encouraged the assembly of toleration is erroneous. Actually, it was Lord Calvert, the proprietor of the Maryland land grant known as the Province of Maryland who initiated that policy in 1649 through the Maryland Toleration Act. This Act was one of the earliest legal guarantees of religious freedoms in the Western World at that time. It was in part an effort to recruit settlers after King Charles I had revoked Virginia's charter because most people who settled there ended up not being members of the established church.
