Street prostitution has been a nuisance for centuries. The solution according to the Rotterdam police:a decoy on the Nieuwe Binnenweg.

Prostitution was a well-known phenomenon in the nineteenth century, especially in cities with military barracks. New pay was immediately carried to the ladies of pleasure. They hung around the barracks and took the soldiers to an alleyway or home. The boys got a lot in return. The Minister of War complained in 1860 that something really had to be done. More than thirteen percent of the Dutch army suffered from venereal diseases. He couldn't win wars with that…

It wasn't just soldiers who got syphilis. Even decent bourgeois men were seduced on the street by Blonde Mina with her lips painted red. To protect the men from this, each city made its own rules. For example, lewd clothing, sex with underage boys and soliciting near parks, schools or concert halls were banned. The ladies were registered with the police and regularly checked for venereal diseases. And when they didn't want to cooperate, Uncle Agent would post to chase the customers away.

After 1960, the nuisance took on other forms. Crime increased with the arrival of drugs and male pimps. In the 1980s, many cities swept the streets and relocated the street prostitute to an industrial area outside the center. There she was given a streetwalking zone and work area, so that the ordinary citizen was no longer bothered by it. And now the police are using bait whores to tackle the hard-learned urban whorewalker.
