Who invented the Springfield sniper rifle?

The Springfield sniper rifle does not exist. You may be referring to the Springfield Armory M1903, a bolt-action service rifle used by the US military from 1903 to 1941, which saw extensive use as a sniper rifle in both World Wars. However, it was not specifically invented as a sniper rifle. Many rifles made by numerous firearms designers and engineers can be adapted for sniper use by adding modifications like scopes and suppressors.
