How did roche characterize the framers of constitution?

Alexis de Tocqueville, not Roche, characterized the framers of the Constitution. He described them as "remarkable men" who were able to "combine the principles of liberty and order in such a way as to form a government which is at once strong and free". He praised the framers for their "profound knowledge of the human heart" and their ability to "foresee the future".
