Conventional, orator with a methodical and precise mind, uncompromising in action, he became the theoretician and defender of a unitary and egalitarian republic. A loyal supporter of Robespierre, he played a considerable role within the Committee of Public Safety, advocating the use of terror in the fight against the Girondins, the supporters of Danton and the Hébertists. On a mission to the armies, he notably facilitated the victory of Fleurus. He had the Ventôse decrees passed (March 1794), which favored poor patriots to the detriment of rich suspects. He was executed with Robespierre without showing any resistance.
