In 1917, the political council of the Gujarat Sabha was held in Godhra. National leaders like Bal Gangadhar Tilak, his great allies Shaparde, Vithalbhai Patel, Mohandas Gandhi and Muhammad Ali Jinnah came to this council.
It was in this council that the first meeting of Gandhi and Vallabhbhai took place. Gandhi was elected the President of this council and Vallabhbhai was elected as the General Secretary. It was decided in the council that everyone would speak in Gujarati only, no one would speak in English. Lokmanya Tilak did not know Gujarati,
So he spoke in Hindi and Shaparde became an interpreter and translated his speech into Gujarati. The annual political session of the Gujarat Sabha began with an oath of allegiance to the British Empire, but the oath of allegiance to the British Empire was not taken at the beginning of this session, as Gandhi argued that the British themselves, too, at the beginning of any program or meeting. I do not take such oath.
It was also decided in the Godhra session that the activities of the council would run throughout the year, before that only one session was organized by the council in a year.
