Yes, a 1946 copper penny is rare. In 1943, the United States Mint stopped producing copper pennies due to the high demand for copper during World War II. Instead, pennies were made of steel with a zinc coating. The Mint resumed production of copper pennies in 1944, but only a small number were minted that year. In 1945 and 1946, increased copper supplies allowed for a larger production run of copper pennies. However, the 1946 copper penny was still minted in much lower quantities than pennies from other years, making it a scarce and valuable coin today.
