Pulakesin II was the greatest ruler of the Chalukya dynasty. He was the son of Kirtivarman I who had succeeded to the throne of the Chalukya dynasty of Vatapi by killing his uncle Mangalesh and his supporters. Pulakesin II faced two problems at the time of his accession to the Chalukya throne - one was to protect the Chalukya kingdom from internal enemies and the subordinate provinces of the empire, which came out of his authority in times of crisis. had gone, to re-establish authority over them. Victory to Kadamba Kingdom: After this Pulakeshin had a conflict with the Kadambas of Banavasis. It was during the time of Kirttivarma that the Kadamba kingdom was ruled by the Chalukyas. But it seems that the Kadambas declared their independence by taking advantage of the political chaos created by the civil war.

According to the Aihole Prashasti, Pulakeshin attacked the kingdom of Kadamba and destroyed the city of Banavasi. Presenting a poetic description of this incident in the article, it has been written that the splendor of Banavasi was like that of Indrapuri and the swans swaying on the high waves of the river Varada enhanced its beauty. When Pulakeshin's army was surrounded from all sides by the sea, then the land fort of Banavasi started appearing like an island in the sea. Thus Pulakeshin's campaign against the Kadambas was a complete success and the Kadamba kingdom became a part of the Vardhaman Chalukya Empire.

The Kadamba conquest of Pulakeshin is also confirmed by the fact that the rulers of the Kadamba dynasty disappear from history around this time. Pulakeshin divided the Kadamba kingdom into his feudatories, Alupas and Senukas. The Alupas were given the Kadamba Mandal which included most of the Kadamba kingdom, while the Senuks (Sendrakas) got the town area of ​​the Banavasis.

Alup &Gang: After capturing the Kadambas, Pulakeshin II campaigned against the Alupas and the Western Ganges. According to the Aihole Prashasti, 'He made the Alupas and the Ganges drink the nectar of his imminent service.'

Alup were ruling in the South Kanara district of Karnataka state. Some scholars believe that the Alupas were feudatories of the Kadambas and after the defeat of the Kadambas at the hands of Pulakeshin II, they accepted Pulakeshin's suzerainty. Some scholars consider Kundavarmaras to be the ruler of the Alup dynasty, to whom Pulakeshin entrusted the Kadamba mandal.

Gangas here refer to the Ganges of Talakand whose kingdom was known as 'Bhagavahyi'. Probably the Ganga ruler defeated by Pulakeshin was Durvinita who married his daughter to Pulakeshin. Pulakeshin's son Vikramaditya I was born to this princess.

Conquest of the Mauryas of Konkan: After the conquest of the Alupas and the Western Ganges, Pulakeshin II invaded the Konkan region, which was ruled by the Mauryas. The Mauryas of Konkan were easily defeated. According to the Aihole Prashasti, the small reservoir of Maurya in Konkan region was drained by the waters of the mighty army. After this Pulakeshin moved the Konkan capital to Puri, known as 'Lakshmi of the Western Sea' It is said, attacked with hundreds of boats above. Puri is identified with Dharpuri located on Elephanta Island near Mumbai. Probably the main purpose of Pulakeshin's attack on Dharpuri was to control the trade routes as it was a prosperous city at that time.

lat , Malav and Gurjar Pradesh: The Aihole inscription shows that after the Konkan conquest, the Lat, Malav and Gurjar territories accepted Pulakeshin's subordination without fighting and these three kingdoms began to behave like feudatories before Pulakeshin.

Lat State was located south of the Kim River in southern Gujarat. Its capital was at Navsarika (Nausari in Baroda). After taking possession there, Pulakeshin appointed a prince of his own dynasty as the ruler of Laat region. It is known from the Kaira inscription of 643 AD that the Chalukya dynasty Vijayvarmaraj was ruling in Gujarat as a provincial ruler. This prince was probably appointed by Pulakeshin II as the provincial ruler of Lat.

According to the Aihole article, the Malavas were also subject to Pulakeshin II. But according to Neelkanth Shastri, there is no evidence that Malwa was ever under Pulakeshin. Probably the Malwa region was included in the Maitraka kingdom of Ballabhi and the ruler here, fearful of Harsha, accepted Pulakeshin's submission. The Gurjars were probably related to the Gurjars of Bharuch whose kingdom was situated between the rivers Kim and Mahi.

In fact the position of Lat, Gurjar and Malav states was particularly important from the political point of view at that time. At this time Pulakeshin II in the south and Harsha in the north were following the expansionist policy. Pulakeshin subjugated these kingdoms before Harsha, as a result of which the northern boundary of the Chalukya Empire extended up to the Mahi river.

War with Joy: At the time when Pulakeshin II was expanding his power in the Dakshinapatha, Harshavardhana was busy conquering and subduing many kings in northern India. As a result of Harsha's victories, the western border of his kingdom reached the Narmada river. As a result, war was natural between both the ambitious rulers of South and North India. As a result, there was a war between Harsha and Pulakeshin on the banks of river Narmada, in which Harsha was defeated.

The success against Harsha was Pulakeshin II's greatest tactical achievement. Therefore, the mention of this war is found in the Aihole Prashasti as well as in the Chalukyas of Kalyani and some Rashtrakuta inscriptions. The Aihole Prashasti of Pulakeshin II reveals that 'the lotus feet, astonished by the crown jewels of the feudal group with incomparable splendor, became joyless from the terror of the army, hurting innumerable personalities in the Harsha war. Covered with the aura of the crowns of the feudal lords maintained by immense opulence, whose lotus feet looked terrifying due to the killing of an army of elephants in battle. Although he had collected the army from Panchbharat and the best generals of all countries. ' Other writings of Vatapi also reveal that Pulakeshin II took his second name 'Parmeshwar after defeating Harshavardhana, the overlord of the entire Uttarapatha. ' kept.

Some scholars do not accept the defeat of Harsha by Pulakeshin II. According to him, the description of Ravikirti, the author of the Aihole article, is one-sided. The only conclusion that can be drawn from Hiuen Tsang's statement is that Harsha could not subdue Pulakeshin and stopped his spread towards the south. Sudhakar Chattopadhyay is of the view that this was not the only or the last war between these two great kings of the then India. Their struggles continued even later and Harsha's invasion of Congod in 643 AD was his only barricade against Pulakeshin. By winning this war (Kangod), Harsha repaid his old defeat and occupied some of the territories of Pulakeshin.

Date of Harsh-Pulkeshin Battle: There is a dispute regarding the date of Harsha-Pulkeshin war. Some historians like Fleet consider the date of this war to be 612 AD or some earlier. Pulakeshin's donation letter to Hyderabad of 612 AD shows that Pulakeshin II won a ruler who won many wars and 'God ' The name was taken. The enemy mentioned in this article refers to Harshavardhana. So this war must have happened before 613 AD. Hiuen Tsang's description also shows that Harsha had finished all his war by 612 AD. It is clear from this that by 612 AD, there was a Harsh-Pulkeshin war.

But most scholars do not agree with this view. The enemy-ruler mentioned in the Hyderabad donation letter (612 AD) cannot be joyous. Had he meant Harsha, his name would have been mentioned. The coronation of Pulakeshin took place in 610 AD. Prior to this he was involved in a civil war with his uncle Mangalesh. Even after becoming the ruler, Pulakeshin's initial position was not very strong and he had to fight with many strong powers of the south. Therefore, in just two years of being the king, he was not in a position to face a formidable enemy like Harsha. Pulakeshin's title of 'Parameshwar' has nothing to do with Harsha's defeat. It is not logical to determine the chronology of Harsha's wars on the basis of Hiuen Tsang's description because according to Ma-Twan-lin Harsha had fought many wars from 618 to 627 AD.

Altekar is of the view that the Harsha Pulakeshin war was fought sometime between AD 630 to 634. One reason for this is that the battle of Valabhi could not have happened before 630 AD and this war was the result of that. Again, the name of Harsha is not mentioned in Pulakeshin's inscription from Lohnara of 630 AD. Since the mention of this war is found in the Aihole inscription of 634 AD. Therefore, the date of this war can be considered between 630 AD to 634 AD. rc Majumdar estimates that this conflict must have taken place at a place located far north of the Narmada river.

Right to TriMaharashtra: After dealing with Harsha, Pulakeshin turned his attention to the western Deccan. According to the Aihole article, he had captured the Trimaharashtrakas. According to the article, Pulakeshin, a highly born, full of virtues, blessed with lord power, mantra power and enthusiasm power obtained from the path of Dharma, (like Indra) attained the suzerainty of three Maharashtras consisting of 99000 villages. The equation of the three Maharashtrians is not sure. DC. According to Sarkar, the three Maharashtras mean the regions of Maharashtra, Konkan and Karnataka, while some other scholars take its meaning from Vidarbha, Vadnal and Maharashtra. Neelkanth Shastri is of the opinion that probably 99000 villages were spread over the land between Narmada and Tapti rivers.

कोसल के अंतर्गत मध्य प्रदेश के आधुनिक रायपुर एवं बिलासपुर जिलों के अतिरिक्त उड़ीसा राज्य का संभलपुर जिला भी शामिल था। पुलकेशिन् के आक्रमण के समय वहाँ किसी पांड्यवंशीय राजा का शासन था। दिनेशचंद्र सरकार ने चालुक्यों द्वारा पराजित कोसल नरेश का समीकरण महाराज बालार्जुन (शिवगुप्त) से किया है।

ऐहोल प्रशस्ति के अनुसार पुलकेशिन् द्वितीय ने अपने विजयाभियान के क्रम में कलिंग देश के पूर्वी गंग राज्य को भी पराजित किया, जिसकी राजधानी कलिंगनगर (गंजाम जनपद में स्थित वर्तमान मुखलिंगम्) थी। पराजित गंग शासक के नाम तथा उसके समीकरण पर विद्वानों में विवाद है।

आंध्र देश की विजय: पुलकेशिन् द्वितीय की विजयवाहिनी पूर्वी समुद्रतट के क्षेत्रों में क्रमशः आगे बढ़ती हुई आंध्र राज्य में प्रविष्ट हुई तथा उसने राजधानी पिष्टपुर (गोदावरी जनपद में समुद्रतट पर स्थित वर्तमान पीठापुरम्) पर आक्रमण कर दिया। यहाँ विष्णुकुंडिन वंश का शासन था जो काफी शक्तिशाली थे। पुलकेशिन् द्वितीय ने कुनाल (कोलर) झील के तट पर एक कड़े मुकाबले के बाद विष्णुकुंडिनवंशीय आंध्र शासकों की शक्ति का विनाश किया।

चालुक्य अभिलेखों में कहा गया है कि युद्ध में मारे गये सैनिकों के खून से झील का पानी लाल (लोहित) हो गया था। इस पराजित आंध्र नृपति की पहचान संदिग्ध है। दिनेशचंद्र सरकार इसकी पहचान विक्रमेंद्रवर्मन तृतीय (720- 630 ई.) से करते हैं, किंतु कुछ विद्वान इस आंध्र शासक की पहचान इंद्रवर्मन् से करना अधिक समीचीन मानते हैं।

आंध्र देश पर पुलकेशिन् द्वितीय के विजय की पुष्टि 631 ई. के कोप्परम अभिलेख से भी होती है जिसमें उसके अनुज तथा आंध्र देश के नवनियुक्त शासक विष्णुवर्धन द्वारा कर्मराष्ट्र (नेल्लोर तथा गंदुर के कुछ क्षेत्र) में दिये गये भूमिदानों का उल्लेख Is. संभवतः इसीलिए लोहनेर लेख में पुलकेशिन् द्वितीय को ‘पूर्व एवं पश्चिम पयोधि का स्वामी’ कहा गया है।

पूर्वी चालुक्य राजवंश की सथापना: पुलकेशिन् द्वितीय ने शक्तिशाली आंध्रों पर अपना प्रभुत्व स्थापित करने के बाद अपने अनुज विष्णुवर्धन को आंध्र राज्य का शासक नियुक्त किया। पुलकेशिन् द्वितीय के शासनकाल के अंतिम वर्षों में संभवतः 632 ई. के लगभग विष्णुवर्धन ने अपनी स्वतंत्रता घोषित करके पिष्ठपुर में एक नये चालुक्य राजवंश की स्थापना की, जिसे ‘पूर्वी चालुक्य राजवंश’ कहते हैं। इस नये स्वतंत्र राज्य की राजधानी वेंगी को बनाया गया और कालांतर में यही राजवंश ‘वेंगी के पूर्वी चालुक्य वंश ’ के नाम से प्रसिद्ध हुआ। इस प्रकार पूर्वी चालुक्य राज्य की स्थापना पुलकेशिन् द्वितीय के राज्यकाल की महत्वपूर्ण घटना थी।

पल्लव राज्य पर प्रथम आक्रमण: विष्णुकुंडिनों के आंध्र राज्य के दक्षिण में सिंहविष्णुवंशीय पल्लवों का राज्य था जहाँ शक्तिशाली महेंद्रवर्मन् प्रथम शासन कर रहा था। महत्वाकांक्षी पुलकेशिन् द्वितीय ने क्रमशः आगे बढ़ते हुए महेंद्रवर्मन् पर आक्रमण कर दिया और सफलतापूर्वक राज्य के आंतरिक भाग तक पहुँच गया। ऐहोल प्रशस्ति में इस युद्ध का काव्यात्मक वर्णन करते हुए कहा गया है कि युद्ध में चालुक्य सेना के पदतल से उठने वाले धूलकणों से वैभवशाली पल्लव नरेश की कांति धूमिल हो गई और उसे भागकर काँची के दुर्ग की दीवार के पीछे मुँह छिपाना पड़ा। प्रशस्ति में आगे कहा गया है कि पुलकेशिन् सूर्य के समान था जिसके समक्ष पल्लवों की सेना ओंस के समान थी-

इन प्रमाणों से स्पष्ट है कि पुलकेशिन् द्वितीय पल्लव शासक महेंद्रवर्मन् के विरूद्ध पूर्णतया सफल रहा और उसने पल्लव राज्य के कुछ उत्तरी क्षेत्रों पर अधिकार कर लिया था।

किंतु परवर्ती पल्लव शासक नंदिवर्मन् के शासनकाल के कुशाक्कुडि लेख से पता चलता है कि महेंद्रवर्मन् प्रथम ने काँची के सन्निकट पुल्लूर के मैदान में अपने प्रतिद्वंद्वी शत्रुओं को परास्त किया था (पुल्लूर द्विषतामविशेषान् , यद्यपि यह निश्चित नहीं है कि कशाक्कुडि अभिलेख में उल्लिखित पुल्लूर के युद्ध में महेंद्रवर्मन् प्रथम द्वारा पराजित प्रमुख शत्रु-कुल पुलकेशिन् द्वितीय था या गंग आदि पल्लवों के परंपरागत शत्रु।

लगता है कि महेंद्रवर्मन् प्रथम की शक्ति चालुक्यों के प्रारंभिक युद्धों से नष्ट नहीं हुई थी और वह अपनी राजधानी लौटकर पुनः अपन शक्ति को सुदृढ़ करने में जुट गया था। कुछ ही समय बाद उसने काँची की ओर बढ़ती हुई पुलकेशिन् द्वितीय की सेना को पुल्ललूर के मैदान में पराजित कर दिया और चालुक्य सेना को कावेरी नदी के उस पार चोलों, केरलों तथा पांड्यों की ओर मोड़ दिया था। इस प्रकार कुछ इतिहासकारों का अनुमान है कि महेंद्रवर्मन् प्रथम ने पेल्ललूर के मैदान में पुलकेशिन् द्वितीय को पराजित करके उसे पल्लव राज्य के भीतर और आगे बढ़ने से रोक दिया तथा उसके द्वारा अपहृत किये गये उत्तरी पल्लव-क्षेत्रों को जीतकर पुनः अपने राज्य में सम्मिलित कर लिया।

जो भी हो, इस युद्ध से पल्लवों और चालुक्यों के बीच उस लंबे संघर्ष की शुरूआत हुई जो आगामी कई पीढ़ियों तक चलता रहा। नीलकंठ शास्त्री के अनुसार दक्षिण भारत में यह संघर्ष एक प्रमुख ऐतिहासिक घटना थी। इसके बाद यह नियम-सा बन गया कि कर्नाटक और तमिल देश के शासक एक-दूसरे को सहन करने को तैयार नहीं थे और आपस में लड़ते रहे। आंध्र तथा मैसूर के राजा कभी अपने तो कभी अपने स्वामी के हित के लिए कभी इस ओर से तो कभी उस ओर से संघर्ष में भाग लेते रहे।

इस प्रकार चालुक्य पल्लवों की राजधनी काँची पर तो अधिकार नहीं कर सके, लेकिन उनकी राजधानी के आंतरिक भाग तक पहुँच अवश्य गये थे। संभवतः यही कारण है कि ऐहोल लेख में पुलकेशिन् द्वितीय को पल्लवों के विरूद्ध सफलता का श्रेय दिया गया है जबकि पुल्ललूर के युद्ध में पराजित होने के कारण पल्लचों को इसके विरूद्ध सफलता का श्रेय दिया गया है।

ऐहोल प्रशस्ति से ज्ञात होता है कि पल्लवों के विरूद्ध इस तात्कालिक सफलता के बाद पुलकेशिन् द्वितीय ने कावेरी पार कर चोल, केरल तथा पांड्यों के साथ मित्रता स्थापित की। संभवतः इस मैत्री का उद्देश्य पल्लवों के विरूद्ध एक सुदृढ़ संगठन तैयार करना था।

इस प्रकार दक्षिणापथ को आक्रांत करने के बाद पुलकेशिन् द्वितीय बादामी वापस लौट गया। दक्षिणपथ के विरूद्ध यह अभियान 630 ई. के आसपास किया गया होगा क्योंकि इस तिथि के लोहनेर लेख में पुलकेशिन् द्वितीय को ‘पूरब एवं पश्चिमी पयोधि का स्वामी ’ has been said.

पल्लव राज्य पर द्वितीय आक्रमण: पुलकेशिन् द्वितीय अगल दस वर्ष तक उत्तर भारत की राजनीति में व्यस्त रहा, लेकिन काँची के विरूद्ध उसकी अपूर्ण सफलता उसे रह-रहकर कचोटती रही। इस बीच महेंद्रवर्मन् की मृत्यु के बाद उसका पुत्र नंदिवर्मन् पल्लव राज्य का शासक बन चुका था। नंदिवर्मन् चालुक्य खतरों से पूरी तरह सावधान था और उनका सामना करने के लिए उसने सिंहल देश के निष्कासित शासक मानवर्मा से भी सहयोग लिया। इस प्रकार चालुक्य और पल्लव दोनों अपनी-अपनी शक्ति को सुदृढ़ कर उचित अवसर की प्रतीक्षा में थे।

पल्लव-चालुक्य संघर्ष का दूसरा चरण तब शुरू हुआ जब पल्लव शासक ने चालुक्यों के अधीन बाणों को अपने अधीन कर लिया और उसके प्रत्युत्तर में पुलकेशिन् ने बाणों पर आक्रमण कर उन्हें पूरी तरह नष्ट-भ्रष्ट कर अपनी अधीनता स्वीकार करने के लिए बाध्य किया। पुलकेशिन् ने पल्लवों को दंडित करने के लिए काँची के विरूद्ध प्रयाण किया। नरसंहवर्मन् अपने पिता (महेंद्रवर्मन प्रथम) की पराजय का प्रतिशोध लेने के लिए पहले से ही तैयार बैठा था। उसने पुलकेशिन् का बड़ी वीरता से सामना किया और पुलकेशिन् को हार का सामना करना पड़ा। कूरम अभिलेख के अनुसार नरसिंहवर्मन प्रथम ने परियाल, शूरमार तथा मणिमंगलम् आदि के युद्धों में पुलकेशिन् को बुरी तरह पराजित किया और शक्तिशाली पल्लव-राजवंश की कीर्ति को पुनर्स्थापित किया।

नरसिंहवर्मन् प्रथम की उत्साहित सेना ने शिरुत्तोंडर के नायकत्व में चालुक्यों की राजधानी वातापी पर आक्रमण करके उसे नष्ट-भ्रष्ट कर दिया। अपनी राजधानी वातापी की सुरक्षा में युद्धरत पराक्रमी पुलकेशिन् द्वितीय संभवतः पल्लव सेनानायकों द्वारा युद्धक्षेत्र में ही मारा गया। पल्लवों की इस सफलता के संबंध में पल्लव अभिलेखों में वर्णित है कि जैसे ऋषि अगस्त्य ने प्रतापी वातापी (राक्षस) का विनाश किया था , उसी प्रकार नरसिंहवर्मन् प्रथम ने शक्तिशाली वातापी (बादामी) नगरी को विनष्ट कर दिया था , स्वयं नरसिंहवर्मन् के तेरहवें शासनवर्ष के एक खंडित लेख, जो मल्लिकार्जुनदेव मंदिर के पीछे एक शिलाखंड पर उत्कीर्ण है, से पता चलता है कि इस महान विजयप के उपलक्ष्य में नरसिंहवर्मन ने ‘वातापीकोंड’ (वातापी का विजेता ) की उपाधि धारण की थी। संभवतः नरसिंहवर्मन् तथा पुलकेशिन् द्वितीय के बीच दूसरा चालुक्य-पल्लव संघर्ष 641 ई. के बाद एवं 643 ई. के पूर्व किसी समय हुआ रहा होगा।

राजनयिक संबंध: पुलकेशिन् द्वितीय एक महान् शासक और विजेता होने के साथ ही साथ एक कुशल राजनेता भी था जिसके भारत के बाहर ईरानी राजदरबार से अच्छे राजनयिक संबंध थे। ईरानी यात्री तबरी के अनुसार ईरानी सम्राट खुसरो द्वितीय ने अपने राज्यकाल के 36वें वर्ष (625-26 ई.) में भारतीय सम्राट के एक दूतमंडल का स्वागत किया था जो अपने राजा का एक पत्र, एक हाथी तथा अन्य बहुत-सी बहुमूल्य वस्तुएँ लेकर गया था।

तबरी ने भारतीय राजा का नाम प्रमेश अर्थात् परमेश या परमेश्वर लिखा है जो पुरालेखीय साक्ष्यों के अनुसार पुलकेशिन् द्वितीय का ही उपनाम या दूसरा नाम था। इसके बदले खुसरो ने भी अपना दूतमंडल भेजा होगा, किंतु तबरी ने इसका स्पष्ट उल्लेख नहीं किया है। फर्ग्युसन महोदय के अनुसार, ‘इन दूतमंडलों का चित्रण अजंता की गुफा नं. 1 के भित्तिचित्रों में हुआ है। इस गुफा की छत पर अंकित एक चित्र में खुसरो एवं उसकी पत्नी शीरी का चित्रण है जबकि दूसरे चित्र में पुलकेशिन् खुसरो के राजदूत से भेंट करता हुआ चित्रित किया गया है।

पुलकेशिन् द्वितीय की उपाधियाँ: पुलकेशिन् द्वितीय ने सत्याश्रय, वल्लभ तथा श्रीपृथ्वीवल्लभ के अतिरिक्त महाराजाधिराज, परमेश्वर एवं भट्टारक आदि उपाधियाँ धारण की थी। लोहनेर अभिलेख में उसे परमभागवत Having said. लगभग 32 वर्ष के घटनापूर्ण शासन के बाद 642 ई. में इस महान चालुक्य सम्राट के जीवन का अंत हुआ।

पुलकेशिन् द्वितीय की उपलब्धियों का मूल्यांकन (Evaluation of Achievements of Pulakeshin II)

पुलकेशिन् द्वितीय भारत के प्रतापी शासकों में शीर्षस्थ स्थान रखता है। वह न केवल वातापि के चालुक्यों में सर्वश्रेष्ठ, प्रबल पराक्रमी तथा महान् शासक था अपितु उसकी गणना भारत के महानतम् सम्राटों में की जा सकती है। उसने उत्तराधिकार में प्राप्त छोटे से चालुक्य राज्य को अपने बाहुबल एवं प्रताप से विंध्यक्षेत्र से दक्षिण भारत में कावेरी नदी के तट तक विस्तृत करके ‘दक्षिणापथेश्वर ’ की उपाधि को सार्थक किया था।

उसने उत्तर-भारतीय राज्यों पर एकछत्र प्रभुत्व रखने वाले कान्यकुब्जेश्वर हर्षवर्धन के ‘सकलभारतेश्वर’ बनने की महत्वाकांक्षा एवं सामरिक अभियानों को न केवल अवरुद्ध कर दिया, अपितु उत्तरापथेश्वर हर्षवर्धन के अपरिमित हर्ष को समरभूमि में बिखेर कर उन्हें हर्षरहित कर दिया था। उसने आंध्र प्रदेश में चालुक्यों की पूर्वी शाखा मार्ग भी प्रशस्त किया जिसकी स्थापना उसके भाई कुब्ज विष्णुवर्द्धन ने की।

अपने लगभग 32 वर्षीय दीर्घकालीन शासनकाल में यद्यपि पुलकेशिन् द्वितीय अधिकतर सामरिक अभियानों में ही व्यस्त रहा तथापि उसने देशांतरों के साथ मैत्रीपूर्ण राजनयिक तथा व्यापारिक संबंध स्थापित करने में सफलता प्राप्त की थी। भारत के बाहर ईरान में खुसरो द्वितीय के दरबार में भी उनका सम्मान हुआ। ह्वेनसांग ने अपने भारत-प्रवास के समय चालुक्यों की राजधानी वातापी तक के दक्षिण भारतीय क्षेत्रों में भ्रमण किया था। उसके विवरणों में पुलकेशिन् द्वितीय कालीन चालुक्य-प्रशासन, आर्थिक समृद्धि, धार्मिक स्थिति तथा कलात्मक निर्माणादि का विशद् उल्लेख मिलता है।
